This was the first uprising of the vegueros

 Approximately five hundred vegueros from different places outside Havana armed with machetes gathered in the area of Jesus del Monte.

As part of the reforms initiated by King Philip V, he promulgated, on April 11, 1717, the Royal Decree establishing the tobacco tobacco tax in Cuba.

The Factoría was created as a monopolistic institution in charge of the purchase and commercialization of tobacco in Cuba, as well as the establishment of prices, quantities and other requirements. All commerce other than with the Factory was prohibited and the regulation of the vegueros began so that they would bring their products to the designated buyers. The application of the measure caused uneasiness among producers because they were forced to sell at lower prices than those established, which led to successive complaints and protests.
